Born in Yorkshire, England, on July 23, 1939, to Margaret Mary Edith Gardiner Montgomery Trevelyan and Percy Trevelyan, Eoin was educated at St. Peter’s School (York) and received his undergraduate degree from the University of Leeds before joining Ford Motor Co.(U.K.). The amended zoning bylaw establishes Dark Skies lighting standards for new construction and major renovations as well as new fixtures on existing buildings. It requires:

  • Shielding to direct all light toward the ground
  • A maximum light color temperature of 2700K (down from the current 3000K)
  • Limits on brightness (900 lumens)
  • New rules on hours of operation for lighting not associated with active use

The measured passed with a 195-48 vote, clearing the required two-thirds majority hurdle. Earlier in March, the Planning Board endorsed the proposed zoning amendment by a 3–1 vote, with board member Gary Taylor casting the only “nay”
